No paid time off - employee handbook

What is the deal with the no paid time off for sales reps, but there is paid time off for the other positions.

It states this in the employee handbook they made everyone sign on adp. I was never told that when being hired/recruited. I left a good job, not having paid time off would have swayed a decision to stay with my last company.
