Pain Cream reimbursment

Anyone having luck getting pain creams reimbursed? If so what state are you in? Having trouble getting more than 20% currently reimbursed and they are using creams only - no patches or anything. Not looking for a job, but just curious what kind of luck you are having and where. From my understanding reimbursement is being cut in all states across the board.
